Octavia Thurina Minor of Rome, sister of Octavius [Caesar Augustus] and ex-wife of Marcus Antonius. She ended up raising the two children of her ex-husband from his first wife, and his three children from the woman he left her for, Cleopatra VII Thea Philopator. She also raised her own 5 children, two by her first husband, and three by Marcus Antonius. That is at least 10 children who she raised, and 5 who saved from unknown fates. Wow, that's a mama.
My sister Arrona Kay Brown Comer and her husband Dan, who jumped through hoops to become certified as foster parents for a child who needed them, and then adopted him. Without Arrona, I doubt that either my closest brother or I would have survived our infancies. She was a capable mama at 3 years old.
